What! whenever they make a covenant, a party of them cast it aside? Nay, most of them do not believe.

8:56 ٱلَّذِينَ عَٰهَدتَّ مِنْهُمْ ثُمَّ يَنقُضُونَ عَهْدَهُمْ فِى كُلِّ مَرَّةٍ وَهُمْ لَا يَتَّقُونَ
Those with whom you make an agreement, then they break their agreement every time and they do not guard (against punishment).
